(or Zakataly) is the name given to both the district and its main city located in Caucasian Azerbaijan (not to be confused with Iranian Azerbaijan). The district is in the north of Baku; it is composed of about fifty villages and had at the turn of the century a population of about 100.000 inhabitants, 60% of whom were Dagestanis (Avar, Lesghi, Zeikhuri Kumyk), 30% Azerbaijanis, 10% Georgian Muslims and an ancient and important presence of Armenians who left the region because of political persecution. The region has 28 different dialects. The district's carpet production is extremely varied given the diverse minorities that lived together. They are usually coarse but with a striking character.
